ICE could only have achieved such a high reputation in the industry over the last 25 years with the dedication of its staff, and they will continue to grow for another 25 years and beyond. To remain in business for 25 years, ICE recognizes the importance of establishing collaborative partnerships that bring extraordinary value to both the company and its partners, as well as to their mutual clientele. ICE grew from modest beginnings in 1999 in Ho Chi Minh City, where it was founded in a small office in Dong Khoi by Carl Gay. During the first decade, ICE expanded to employ over 60 staff members and provided MEP engineering consulting services to some of Vietnam’s most iconic developments, such as the Park Hyatt Hotel, FV Hospital, RMIT Campus, President Place, and Azura Danang.
In 2008, the operation moved to offices on Thai Van Lung Street with an expanded service offering that included civil and structural engineering. Shortly after, ICE faced another cyclic downturn in the Vietnam market but managed to retain core team members, most of whom are still with ICE today. The shared values of being good engineers—ethical, committed, dedicated, tenacious, and loyal—have been pivotal to ICE’s success and longevity in the industry.

To mitigate the risks of further fluctuations in the local market, ICE strategically expanded its offerings to include offshore engineering services. In 2013, ICE established a long-term partnership agreement with the Australian engineering consultancy firm Norman Disney Young, and over a decade later, they continue to provide services in Australia, New Zealand, the United Kingdom, and North America. This partnership, combined with their existing presence in Vietnam, has fueled further business growth, leading to a team of over 80 personnel and a subsequent relocation in December 2015 to their current Pearl Plaza offices.
In 2017, Carl Gay returned to Australia, and Warren Goodie assumed the role of Managing Director of ICE Vietnam. By 2022, ICE expanded to a team of around 150 staff, successfully delivering multi-discipline services to projects in both offshore and onshore locations. More recently, the Vietnam markets have faced what some long-term foreign residents have described as “the longest and deepest market downturn in memorable history.” Yet, ICE has not only remained resilient during this period but has also expanded its strategic global reach into new geographies, including Japan and Saudi Arabia, where they are currently providing engineering services for world-renowned giga-projects such as Neom’s Trojena Ski Village and Cosmic Gate. Vietnamese engineers are second to none in the world for engineering excellence, delivering services globally from an office in Ho Chi Minh City.

A pivotal moment in the history of ICE was the full acquisition of the Indochine business by Japan’s Tokyu Construction Company in 2023. This marked a significant transition from a small private enterprise to being part of a large multinational, publicly listed corporation. This strategic shift has revitalized the business and reinforced its commitment to a shared future, ensuring enhanced opportunities for ICE employees and providing every team member with a stake in the company’s continued success.
As ICE looks forward, it continues to build on the solid foundations established in 1999 with the same vision, passion, determination, tenacity, and integrity. With the adoption of digital transformation and artificial intelligence for service delivery, ICE remains at the forefront of technology, which has been instrumental in the growth and success of the company.
